The more the population grows the more the planet deteriorates. Therefore The Executive Committee of the Nations of the World has decreed that killing is legal for the next 12 hours. Furthermore they have hired mercenaries to carry out the slaughter.
In a condominium, married couple MARTHA and HENRY, young lovers MATT and JASMINE, stoners STUEY and ZACK are awestruck and terrified by the news. On the other hand, the aloof and mysterious STEELE takes the news in stride.
Upon hearing the news, CAESAR, a cult leader, regards the broadcast as an opportunity for him and his KILLERS to show the world that they are the true guardians of the planet.
Once the NEWS ANCHOR is brutally slaughtered on TV, the fear index rises. The couples are alarmed, but Steele remains composed and undaunted.
The carnage escalates. Matt goes to see the condo superintendent but finds him murdered. Zack is found dead in the elevator by Stuey who screams that he can’t trust anybody. Martha, Henry, Matt and Jasmine move in together to comfort one another and figure out a strategy. Meanwhile, Steele sticks a rifle out her window and casually picks off one pedestrian after the other – we don’t know why or who she really is. At Stuey’s door, a KILLER pretends to be a police officer. When Stuey opens the door, he’s stabbed in the belly.
The two couples arrive at a plan. Henry and Matt grab the superintendent’s keys to lock down the condominium. In the process, Henry is critically wounded. Matt seeks out Steele’s assistance. She returns with antibiotics but to no avail. Henry dies. A grieving Martha is on watch and Matt is resting with Jasmine. While Martha drifts off, a KILLER
enters and murders Matt. Martha in turn shoots the killer. It is revealed that the killer was Steele. Now Martha and Jasmine must survive.
They go over to Steele’s condo where Martha finds documents to indicate that Steele was a hired mercenary, but also was diagnosed as delusional and mentally unstable, claiming to be a Navy Seal.
Martha and Jasmine are pumped and fight off several killers. They are almost out of bullets, so Martha teaches Jasmine how to create weapons out of tools. Ultimately, Martha and Jasmine transform into kick-ass heroic fighters as they take on the gruesome killers. At times Jasmine doesn’t want to go on but Martha reminds her that their
husbands would want them to continue to battle. The women fight their way through scenes of graphic violence and horror.
Caesar and his remaining followers capture and are ready to behead Martha and Jasmine. Suddenly a spear is driven through Caesar’s back. It’s Stuey. He’s alive! Just then an alert appears on the TV, announcing that the culling is over.
